Can't add a primary email address

I am using Exchange 2013.

I'm trying to add/create a 2nd email address for a particular user in the ECP, but nothing happens when I click the "+" button. This user just got married so I have to change her email address to match her married name. 

I am a Domain Admin and all the built in Exchange groups in this domain. What else do I need to be a member of?
