Users get an error "The Attachment Size exceeds the allowable limit" when sending attachments bigger than 5mb or receiving.

Users get an error "The Attachment Size exceeds the allowable limit" when sending attachments bigger than 5mb or receiving.

I am running Exchange 2013 on Windows 2012. The users are running Outlook 2010. 

When they want to attach a file bigger than 5mb, Oulook comes out with an error of allowable limit. 

We have change all the policies to high limits and nothing yet. In the Send and Receive connectors we change the polity to unlimited. 

In the transport settings we changed to 35mb. 

Nothing seems to work.
