On Exchange 2013 with all the latest updates running on WIndows Server 2012 R2 with all the latest updates, ECP has a problem with mailbox delegation in ECP. Most tabs such as general, mailbox usage, contact information for a mailbox open right up. But Mailbox delegation takes several minutes with a spinning "please wait" message.
